明代朝廷对救灾十分重视,建立了比较完善的荒政制度,这套制度使救灾工作的开展得以进行,但其多数时候却不能保证救灾达到满意效果。这其中有制度设计上的问题,更多的是执行中的问题,而执行中的问题,说到底就是社会的政治的因素造成的。本文即以荒政中的报灾制度为例,重点对报灾中的匿灾现象加以分析,以期使人们对明代荒政有更进一步的认识。
The court of Ming dynasty attached great importance to disaster relief and established a relatively complete famine relief system. This system enabled disaster relief to be carried out, but most of the time, it failed to guarantee satisfactory results in disaster relief. Among these are the problems of system design, more of them are problems in execution, and the problems in implementation are, after all, caused by the political factors in society. In this paper, we will take the disaster relief system as an example, focusing on the analysis of the phenomenon of the disaster in the disaster in order to make people have a better understanding of the famine in the Ming Dynasty.
