传统政企关系可以概括为“国有国营,改企不分”。其有效性依赖于两个极为苛刻的条件:政府机构拥有完全信息和全体社会成员利益完全一致。现实不具备这两个条件,因些,传统政企关系运转不久就暴露出自己固有的弊端,如资源配置失误和利用效率低下。1978年以来,我国开始对传统的政企关系实施改革,旨在实现政企分开和转换政府职能。
The traditional relationship between government and enterprises can be summarized as “state-owned enterprises, enterprises regardless of change.” Its effectiveness relies on two very demanding conditions: government agencies have complete information and the interests of all members of society as a whole. The reality does not have these two conditions. Some of these shortcomings of the traditional government-enterprise relations have been exposed shortly after their operation, such as the misallocation of resources and the inefficient use of resources. Since 1978, our country has begun to reform the traditional relationship between government and enterprises with the aim of separating government functions from government functions.
