1 处理好水保科技知识普及与法规宣传的关系水土保持工作开展已久,但是,在大多数干群的思想中,它是一个农业的概念,对造成水土流失的原因的广泛性认识不足,只是直观的认为,水土保持就是治地、建坝、植树、种草,对人类改造自然活动中造成水土流失的危害性没有足够的认识,从而加大了水保执法的难度。因此,结合水保法规宣传,大力开展水保科技知识普及,对提高于群的水土保持意识,疏通水保执法渠道具有十分重要的意义。
