●本刊特约评论员指出:当前,《地方科委要重视改革方案的可操作性》。实践证明:科技体制改革的艰巨性,主要不是来自于对改革远景的勾画,而是来自对实际改革步骤的运筹上。国家虽已制定出改革的大方向,但不可能订出适合每个地区的实施措施。这就要求各地方和部门发挥各自主观能动性和创造性,制定各有特色的可操作的改革方案,开创科技体制改革的新局面。
● Our special commentator pointed out: At present, “the local science and technology commission should pay attention to the operability of the reform plan.” Practice has proved that the difficulty of the reform in science and technology system comes mainly from the outline of the reform vision but from the operational aspects of the actual reform steps. Although the country has formulated the general direction of the reform, it is impossible to formulate measures suitable for each region. This requires that all localities and departments exert their own initiative and creativity, make distinctive and feasible reform programs and create a new situation in the reform of science and technology system.
