本刊记者最近访问了浙江省绍兴县,恰逢那里的农村正在进行冬季精神文明建设教育活动。今年,绍兴县农村精神文明建设的重点,是乡镇企业经营者,即全县一千几百家乡镇企业的厂长、经理和科室负责人。我们问:为什么?县委书记陈敏尔告诉我们,这是他们深入农村调查研究作出的抉择。去年七八月间,他们组织调查队深入农村访百村问千户,进行了《农村精神文明建设现状、问题和对策》的调查,又进行了《十镇百村千户思想道德状况》的问卷调查,最后得出结论是:必须重点抓好乡镇企业经营者的教育。那原因是:绍兴县乡镇集体经济发达,不论山区、平原,可以说镇镇村村有企业。乡镇企业领导人的言谈举止、作风行为,在农民中影响甚大。抓住他们,可以说抓住了农村精神文明建设的“牛鼻子”。其次,乡镇企业经营者中确有一些脱离农民群众、奢侈浪费、大操大办等等作风和行为。农民群众、职工群众很不满意,也提出要求“该给这些人敲敲警钟了”。
The correspondent recently visited Shaoxing County in Zhejiang Province, where the countryside is undergoing winter spiritual civilization education activities. This year, the focus of spiritual civilization construction in rural Shaoxing County is the managers of township and village enterprises, that is, the directors, managers, and department heads of thousands of township enterprises in the county. In July and August last year, they organized an investigation team to visit hundreds of villages in rural areas and asked one thousand households to carry out a survey on the status quo, problems and countermeasures of the construction of rural spiritual civilization, and conducted a questionnaire survey on the “thoughts and moral conditions of a hundred villages in the ten towns.” Finally, it is concluded that we must focus on the education of managers of township and village enterprises. The reason is that the collective economy of towns and villages in Shaoxing County is well developed. Regardless of mountainous areas and plains, it can be said that there are enterprises in towns and villages. The behavior of the leaders of township and village enterprises in their demeanor and style of conduct has a great influence on farmers. Grasping them can be said to have captured the “nine nose” of rural spiritual civilization construction. Second, there are indeed some of the operators of township and village enterprises who are separated from the peasants, are extravagant and waste, and are very aggressive in their conduct and behavior. The peasants and workers were very dissatisfied. They also demanded that “they should be given an alarm bell.”
