从“九五”后期开始,公路建设的外部环境日益趋紧,干扰不断,全社会关心、支持交通发展的意识日益淡化,这是不争的事实。“发展超前论”、“资金转移论”又有所抬头,财政、水利、土地、林业、环保、文物等采用各种各样方式向公路伸手的部门越来越多,使本来就十分紧张的建设资金大量流失。
