江苏省东海县牛山镇郑庄村一年多以前还是小有名气的“上访村”、“动乱村”。如今,经过实行村民自治,干群关系和谐,社会稳定,经济不断发展,村庄面貌一新,各方面都发生了可喜的变化。郑庄村的实践告诉我们——村民自治是唤醒村民民主意识的一副“良药”。搞好村民自治,有利于稳固农村基层民主政权,激发村民的民主意识和参政议政自觉性,实现村民由旁观到主人的角色转换。牛山镇郑庄村位于东海县城北郊,全村856户,3160口人,耕地2100亩。一段时间以来,由于各种原因,该村基层组织涣散无力,集体经济负债累累,
