党章具有与时俱进的精神品质。随着党的实践发展、思想成熟、理论创新,必然要求对党章进行修改、充实、完善。经过近40年的改革发展,中国特色社会主义进入了新时代。新时代中国特色社会主义实践产生了习近平新时代中国特色社会主义思想,使社会主义初级阶段呈现新的特点,中国社会主要矛盾发生转化,中国发展进入新方位,党领导人民绘就的国家发展蓝图更加清晰,伟大的中国梦激励人心,催人奋进。站在了新的起点上的中国共产党,不忘初心、牢记使命,继往开来,通过修改党章,把党的实践创新、理论创新、思想创新成果肯定下来,更好地指导党的工作和党的建设,领导人民共同奋斗实现中国梦,这是一种客观必然。所以,刚刚闭幕的党的十九大,完成了最近一次对党章的修改,意义重大。
