建国三十多年来,各地以江河治理和农田排涝为中心,在资金、物质与劳力上作了重大投入,修建了大量水利工程设施,从而基本上控制了常遇水旱灾害,为保障人民生命财产的安全和工农业生产的快速发展发挥了巨大作用。但是,随着农村产业结构调整,农业向专业化、商品化、现代化的转变,以及工业、交通和城镇建设事业的迅猛发展,使水利建设与管理工作出现了一些新的情况和新问题。就流域性堤防来讲,较普遍的存在以下问题:
