湖北襄樊市于1987年初开始在宜城县组建乡级金库,下半年市属五县三市四区全面推开,现已有108个乡镇建立并开展了金库业务,占乡镇财政的62%。襄樊市建立乡级金库解决了乡级财政有财无库的问题,在完善乡级财政建设,加强基层财政管理,促进增收节支等方面,取得了明显效果。建库前,乡财政实际上是乡政府的“出纳员”,乡财政的作用得不到很好的发挥。建库后,使乡财政成了完整的一级财政。乡级金库建立后,规定“五日报”制度,乡级收入就地入库分成、留用上划,大大缩短了资金“途中旅行”的时间。据宜城县入行反映,1987年该县日平财政性存款比上年同期均
