体验式安全教育提出的背景道真自治县旧城中学是“伊利方舟工程”安全生态校项目校,“伊利方舟工程”旨在通过一系列的专家培训、案例分析、实地考察、安全演练,最终形成儿童安全问题的全景调研报告并提出因地制宜的解决方案,从而帮助全国地区建立起适应性、可持续的儿童安全建设模式。根据当前儿童安全存在的问题,国家行政学院2015年第37号送阅件《儿童安全路在何方——基于日本儿童安全教育的经验的反思》中指出:
