通讯员拜存星报道河南排污权交易试行两年来,已取得初步成效,有望在全省正式推广排污权交易。这对于造纸行业来说,是个利好消息。自2009年11月起,河南省选定焦作、洛阳、平顶山和三门峡4个省辖市作试点,至2011年9月,实现排污权交易413笔,交易总额8935万元。为减小试点难度,排污权交易首先在省辖市以上审批的新建项目中开展,排污单位必须一次性购买5年排污权,现在排污单位暂不开展排污权交易。

This is good news for the paper industry. Since November 2009, Henan Province has selected 4 pilot cities of Jiaozuo, Luoyang, Pingdingshan and Sanmenxia as pilot sites. By September 2011, 413 trades of emission rights had been implemented with a total transaction value of 89.35 million yuan. In order to reduce the pilot difficulty, the emission trading should be carried out in newly-built projects approved above provincial cities. The discharging units must purchase one-off emission rights for one year at a time. Now, the discharging units will not conduct emission trading.
