Taking Chuan Shan Archipelago of Guangdong Province as the research area, based on the development and utilization of resident islands, the research on regional planning and development of non-resident islands was conducted. The Chuan Shan Archipelago includes 118 uninhabited islands such as Shangchuan Island, Xiachuan Island and Weizhou Island, including resident islands, Wangfuzhou, Waijiao Island, Huangpi Island, Pengzhou Island and Wuchizhou Island. This article chooses the elevation, slope and distance from the road, which have a great influence on the land use layout and is less affected by human activities, as the evaluation factor to evaluate the land suitability of Shangchuan Island and determine the combination conditions of evaluation factors suitable for development and utilization. There are resident islands - Xiachuan Island and Weizhou Island to test the reasonableness of the combination of evaluation factors; According to the combination conditions of determining the reasonable evaluation factors, using the method of raster data spatial superposition analysis, Huangpi Island, Peng Chau and Wu Island five uninhabited islands to carry out the development and utilization of regional planning and research. The results show that the exploitable area of five uninhabited islands in Wangfuzhou, Waijiao Island, Huangpi Island, Pengzhou Island and Wujizhou Island are 0.50km 2, 0.40km 2, 0.18km 2, 0.41km 2 and 1.09km 2 respectively. Among them, Pengzhou Island has the largest area for development and utilization, accounting for 48.81% of the total area of the island. This is mainly due to the small relief and gentle slope of the island.
