1 计划的职能计划是管理的首要职能。做任何工作,事先都必须制订计划。何谓计划?它是根据实际情况,通过科学预测,权衡客观需要和主观可能性,提出未来一定时期内要达到的目标及实现目标的方法。因此,制订计划,就要预先决定做什么(What)、并论证为什么要做(Why)以及确定何时做(When)、何地做(Where)、何人做(Who)、如何做(How)。即通常所说的“5W”。计划指标,必须先进而合
