我们淮安总队从去年9月下旬全面施工以来,紧紧抓住民工生活集体、休息时间统一等有利条件,以高工效为中心,开展了扫盲和业余教育工作。几个月来,在党的正确领导和总路线、大跃进、人民公社的鼓舞下,在扫盲和业余教育工作上贯彻执行了党的“教育为无产阶级政治服务,教育与生产劳动相结合”的方针,坚持了群众路线的工作方法,因而一个“万人教、全民学”的群众学习热潮,便一浪高一浪的向前发展。截至目前止,全总队共办起干部红专学校23所,业余小学1420所,扫盲班组263个,民师业余师范23所,合计参加学习的人数占干部和民工总数的90%。在全总队23个大队和142个中队中,已有七个大队和40个中队光荣地实现了无盲单位。随着广大民工的文化水平的提高,工地技术力量也有了很大增长,中队以下工程技术人材从原来347人增加到1341人,工程木工从原来68人增加到428人,具有先进烧饭和省煤技术的炊事员由原来119人增加到306人,各级管理干部工作水平也有显著提高.广大干部和民工在学习中提出关于技术革新、加强干部民工关系、改善卫生条件等方面的合理化
