我们认为把政策学作为一门社会科学来加以研究,依据马克思主义关于政策和策略的思想,逐步编写出具有中国特色的马克思主义政策学教科书,有着重要的现实意义和理论意义.我们党历来是非常重视政策的,认为在马克思主义基本原理指导下,从中国的实际情况出发,制定和执行正确的政策,是取得革命和建设事业胜利的重要保证.在新民主主义革命时期,毛泽东同志就曾经指出:“只有党的政策和策略全部走上正轨,中国革命才有胜利的可能.政策和策略是党的生命,各级领导同志务必充分注意,万万不可粗心大意.”(《毛泽东选集》第 4卷第1193页)在我国进入社会主义现代化建设的新时期,邓小平同志也一再强调制定和执行党的正确政策的极端重要性,他指出:“我们现在的路子走对了,人民高兴,我们也有信心.”(《建设有中国特色的社会主义》第16页)如果对我们党的十一届三中全会以来的正确政策不认真落实,就不能调动人民群众的积极性,就不能搞好现代化建设,也不能显示社会主义制度的优越性.我们党的六十多年历史,证明这些论断是完全正确的.只要我们党制定和执行了正确的政策,就能战胜一切困难,取得革命和建设的胜利;如果在政策上犯了错误,又不及时纠正,党的事业就会遭到挫折甚至失败.政策对于我们党的事业为什么具有这样重要的意?
