1996年第5期《秘书》杂志刊出了陆娴琴的《“一稿多投”带来的烦恼》一文,读后颇有感触。陆老师的文章代表了广大编者和读者的共同心声,也是对广大作者的鞭策和警示。在此,笔者拟围绕这一问题略述浅见,以便为彻底根除这一“毒瘤”贡献绵薄之力。 “一稿多投”现象的猖獗,不自今日始。在90年代初期,这种现象曾经“盛极”一时,颇令编者、读者烦恼,因为它确实浪费了广大读者的宝贵时间,也愧对了编辑们的辛勤劳动。为了有效地解决这一问题,制止“一稿多投”的不良现象,1991年8月24日,《秘书》、《秘书之友》、《厂长与秘书》等全国8家秘书期刊曾经
