随着卫生防疫政府行为的强化以及卫生监督政府职责的加强,各级卫生防疫站的行政职能(或行政委托职能)明显削弱,以致一些防疫站站长感到权力失落,产生不适反应。其实,这大可不必。事业机构行政权力的退化是社会体制发展与完善的正常表现;事业机构行政领导权向业务指导权的转移是社会事业发展的必然趋势。强化卫生防疫站的业务参谋、业务指导职权是形势所需,大势所趋。
With the strengthening of the health and epidemic prevention government and the strengthening of the government’s responsibilities for health supervision, the administrative functions (or administrative delegation functions) of the health and epidemic prevention stations at various levels have been significantly weakened, resulting in some power station owners feeling powerless and causing uncomfortable reactions. In fact, this is not a big deal. The degradation of the executive power of business institutions is a normal manifestation of the development and improvement of the social system; the transfer of executive leadership of business institutions to business guidance is an inevitable trend in the development of social undertakings. Strengthening the duties of the staff and business leaders at the health and epidemic prevention stations is a requirement for the situation and a general trend.
