自监督法颁布实施以来,各地方人大常委会对监督工作进行了积极有效的探索。对于主任会议是否有权听取“一府两院”专项工作报告,存在两种截然相反的观点:有的认为主任会议无权代替常委会行使听取和审议“一府两院”专项工作报告的职权;有的则认为。作为常委会召开前的准备工作,主任会议听取“一府两院”专项工作报告有利于提高常委会审议的质量和效率。那么主任会议究竟有没有听取“一府两院”专项工作报告的权力呢?请看本期争鸣。
