网络时代的全新贸易方式——电子商务(EC)已在全球兴起,各国致力于网上经济活动规则的协调,中国发展EC的时机正在到来。本文指出中国实施EC的匕个障碍,并建议采取七条对策。 一、中国发展电子商务的时机正在到来 90年代以来,中国致力于加速国家信息化基础结构(China National Informatization Infrastructure,CNII)建设的努力,已取得明显进展,信息基础设施(数据库、信息传输系统、信息应用系统)、信息技术及产业、信息人力资源、信息软环境(政策、法律、标准、规范)等信息化六大要素已有较大改善,特别是,由电子信息装备制造业及软件业,通信及通信服务业两大部分组成的信息产业取得了长足的发展。 近几年,信息装备制造业的年均增长率达到27%以上,软件业达到37%以上,计算机达到47%以上。目前,中国拥有年产3000万台彩电、3000万线程控交换机、400万台个人计算机的生产能力。1998年,
The New Trade Way in the Internet Age - E-commerce (EC) has risen around the world. Countries are committed to coordinating the rules of online economic activities. The time is right for China to develop its EC. This article points out the obstacles to China’s implementation of the EC and suggests seven countermeasures.
