本文提出经济体制应该包括所有制形态、管理制度和组织机构三个方面的内容,并简要阐述这三个方面目前存在的问题和弊病。产生这些问题和弊端的原因是由于人们对马克思主义的社会主义理论,特别是对列宁的过渡时期理论的认识和实践存在问题。作者认为当前我国经济改革的中心问题是适应问题,退却问题,即退却到适应生产力发展的水平上——经济关系赖以存在的基础上。本文还根据目前管理制度上的弊病,提出了一些以扩大企业自主权为中心的人财物和产供销等方面管理制度的改革意见。并就所有制关系、经济管理体制和经济组织机构等问题提出了自己的建议和设想。
This paper proposes that the economic system should include the contents of the three forms of ownership, management system and organization, and briefly explain the existing problems and shortcomings in the three aspects. The reason for these problems and drawbacks is that people have problems with the understanding and practice of Marxist theory of socialism, especially Lenin’s transitional theory. The author believes that the current central issue of China’s economic reform is to adapt to the issue of retreat, that is, retreat to adapt to the level of development of productive forces on the basis of the existence of economic relations. Based on the shortcomings of the current management system, this article also put forward some reform opinions on the management system of people-property, production, supply and marketing which center on the expansion of enterprise autonomy. And put forward its own suggestions and ideas on such issues as ownership relations, economic management system and economic organization.
