少数民族地区公务员的能力建设是一个全国性的话题,更是少数民族公务员管理制度的着力点。“少数民族高层次骨干人才计划”从2005年开始实施至今,取得了辉煌的成就,其培养模式很值得我们去分析和思考。将少数民族地区的公务员能力建设与其进行比较研究,我们会发现少数民族地区公务员能力建设在公务员考录任用制度、激励机制、安全机制、监督机制以及培训机制等方面,都有待进一步的完善和提升。
