The United States Heritage Foundation and The Wall Street Journal jointly publish the 1998 Economic Freedom Index Report. For the fourth year in a row, Hong Kong has become the freest economy in the world. The Chief Executive, Mr Tung Chee Hwa, and the Chief Secretary for Administration, Mrs Anson Chan, said respectively that the report clearly reflected the fact that Hong Kong maintained the free economic structure and did not change as a result of the reunification. Kim Holmes, one of the editors of the Heritage Foundation who presided over foreign policy studies, pointed out that although the global economic system is still not a free system, more than half of the 156 economies that have been assessed are still “affected Depressing ”or“ not quite free ”economy.
