改革开放30多年来,基层治理的社会基础发生了巨大变化。利益多元化和社会多样性逐渐扩展,促使基层治理体系必须作出适应性调整,进一步以公民权利为核心将基层公共权力的功能、范围和边界确认下来。但是在今天,社会独立于国家并获得不受国家干预的自主权利的观念远未形成,国家权力仍然经常干预社会经济生活。实际上,基层治理现代化的实现不仅需要国家上层建筑有所突破和变革,同时也有赖于国家之外一个自主社会的自发形成、公民的权利意识进一步增强以及公众对公共事务广泛参与的制度化保证。
Over the past 30 years of reform and opening up, the social foundation of grassroots governance has undergone tremendous changes. The diversification of interests and the gradual expansion of social diversity have prompted the grassroots governance system to make adaptive adjustments and further confirm the functions, scope and boundaries of grassroots public power with the civil rights as the core. But today, the notion that society is autonomous from its own state and acquires autonomous rights that are free from state interference is far from being established, and state power often interferes with socio-economic life. In fact, the realization of the modernization of grassroots governance not only requires some breakthroughs and changes in the superstructure of the country, but also depends on the spontaneous formation of an autonomous society outside the country, the further enhancement of citizens’ rights awareness and the institutionalized guarantee of public participation in public affairs .
