本文仅就近年来湖北省随州市发生和侦破的骑摩托车抢劫、抢夺案件情况,探讨打击和防范对策。 2000年4月14日8时,曾都区尚市镇教管站会计李秀山从银行储蓄所取款13040元,钱包夹在腋下,途中被两名骑摩托车的男青年抢走;2001年3月10日14时许,曾都区唐县镇砖瓦厂会计邓家荣从镇农行储蓄所取款6000元,回厂途中,2名戴墨镜骑摩托车的男子将邓挂在自行车把上装钱的布包抢走;2001年5月8日10时许,枣阳市兴隆镇信用社信贷员王桂兰、文贤芝骑自行车从信用社取出8万元为市盐硝厂储户送款,途中,突然被2名骑摩托车的男青年拌倒,坐摩托车后面的男子跳下车抢走挂在王桂兰自行车上的皮包,王桂兰、文贤芝二人奋力争夺,终被歹徒抢走现金6.3万元。此案为湖北省公安厅挂牌督办案件。仅2000年3月至2001年5月,在随州市曾都区及相邻的枣阳市境内相继发生31起骑摩托车“两抢”案件。这些案件具有如下特点: 1.呈区域性流窜作案,作案区域在随州市曾都区及相邻的枣阳市内,316国道、随洪公路等省道沿线乡镇。
