目前,中国多数国有企业绩效较差,面临困境,背负沉重债务,不少企业资不抵债,亏损严重,处于停产半停产状态。如何促使国有企业特别是大型国有企业尽快走出困境,是中国深化国有企业改革面临的重大课题。为了解决国有企业体制不活、机制不灵、效益低下的问题,从80年代初期进行国有企业改革以来,我们采用了扩权让利、利润分成、利改税、承包制、租赁制、利税分流、转换经营机制、股份制、现代企业制度等许多招数,推进和深化了国有企业改革,取得了很大的成效,使国有企业的整体素质不断上升,活力有所增强,对宏观环境和市场变化的适应
