选拔干部,从领导点将到与群众推举相结合,显示了我国的干部人事制度已从独断走向民主,正趋向成熟。从实践中我们也可以看到,以民主集中制的方式推选出来的干部,大多是经得起考验的德才兼备的干部。但是,当民意成为选拔干部中一道不可逾越的鸿沟而成为必然选择时,官场上一些新的动向就会随之出现。只要我们的相应制度还处于相对滞后的状态,就很容易产生“上有政策、下有对策”的不良行为。虽然我们对“老河口民意罢官风波”引起种种质疑很难作出准确评判,但在抽丝剥茧后,人们从中仍可看出一个严肃而现实的命题,那就是:“选拔干部到底需要什么样的民意”?
