建设工程施工安全不仅关系到建设工程的进度、投资效果和质量,而且直接关系到人民群众的生命和财产安全。从理论上讲,建设工程施工安全风险是不可能完全避免的,但是施工安全事故是可预测和可控制、可管理的。施工安全管理的重点应该放在预防研究方面,对施工项目安全状态进行超前分析,认真识别危险源,可靠评估安全风险。通过强化管理、提高管理水平,主动控制就能够有效地抵御安全风险,减小或避免事故造成的损失。
Construction project construction safety is not only related to the progress of construction projects, investment effect and quality, but also directly related to the people’s lives and property safety. In theory, it is impossible to avoid the risk of construction safety completely, but the construction safety accidents are predictable, controllable and manageable. Construction safety management should focus on prevention research, advanced analysis of the safety status of construction projects, carefully identify the source of danger, and reliably assess the safety risk. By strengthening management, improving the management level, active control can effectively resist the security risk and reduce or avoid the damage caused by the accident.
