By 1995, our province will have nine-year compulsory education in 94% of the total population. With the implementation of nine-year compulsory education, junior high school teachers are in short supply, they are unevenly distributed and not well-matched among disciplines. This is a very prominent and urgent problem to be solved. At present, junior middle school teachers in our province have “three imbalances”: First, the imbalance between urban and rural areas. Teachers in cities and counties have already exceeded the standard of 2.5 for full-time teachers in cities and counties, but the number of teachers in rural areas is seriously insufficient.
