新疆维吾尔自治区于不久前召开了地州市体改办主任会议,结合新疆的实际,重申了十条应予稳定的改革政策和改革措施:一、继续贯彻实施企业法,稳定企业法及与之配套的三个条例所确定的企业体制,致力于搞活企业特别是大中型企业。二、继续实行厂长(经理)负责制,完善企业领导体制。保护厂长(经理)的经营积极性,加强党委的政治核心作用和保证监督作用,依靠工人的民主管理和民主监督,发挥职代会和工会的作用。三、明确企业党组织的政治核心地位,建立党委领导下的政工系统,加强思想政治工作。

Third, we should clarify the core political position of the party organizations in enterprises, establish a system of political work under the leadership of the party committees and strengthen ideological and political work.
