历史的经验证明,保持国民经济的持续、稳定、协调发展,避免大的波动,这是我们必须长期坚持的一个基本方针,也是衡量我们经济工作做得好不好和改革成效大小的一个基本标志。这十年,经济的发展成绩很大,但是存在的问题归结起来,还是表现在没有能够一贯地坚持持续、稳定、协调发展,其具体表现就是,重大经济关系不太协调,经济发展速度过快,波动的幅度过大。对于这些问题和困难发生的原因,我们要冷静地思考,认真总结经验教训。我们既要看到当前经济形势的严峻性和治理整顿的艰巨性,又要看到我们的有利条件。全国一定要真正做到统一思想,统一认识,把经济工作的重点真正放到治理整顿和深化改革上来,而不是实际上仍然把重点放在搞规划,要投资,上项目上。在我们的指导思想上,应该坚持三个不能急于求成,即:建设不能急于求成;改革不能急于求成;治理整顿也不能急于求成。

We must not only see the harshness of the current economic situation and the arduousness of rectification and rectification, but also see our favorable conditions. The whole country must truly unify its thinking and unify its understanding, put the emphasis of economic work on the issue of rectification and deepening reform instead of actually focusing on planning, investment, and projects. In our guiding principle, we should insist that three can not rush for success, that is: construction can not be eager for success; reform can not be eager for success; and governance and rectification can not be eager for success.
