经济运行中最重要的安全性,在于经济运行是不是平稳、是不是有预见性、是不是有余地。在经历了SARS、雪灾之后,必须警示自然灾害受经济运行政策失误而放大的危险。当代中国经济运行中,最大的不安全是人为的、虚假的过剩说或过热说,中国底子还很薄,投资还差得很远,警惕不足比警惕过剩更为重要。我们要在发展是第一要务的前提下防止过热,而不是在防止过热的前提下寻求发展。
The most important security in economic operation lies in whether the economy is running smoothly, predictable or not. After experiencing SARS and snowstorms, we must warn of the danger of natural disasters magnified by mistakes in economic operation policies. In contemporary China’s economic operation, the greatest unsafeness is man-made. The false surplus or overheating says that while China’s foundation is still very thin and its investment is far behind, vigilance is more important than vigilance over excess. We should prevent overheating under the premise that development is the top priority, and not seek to develop under the premise of preventing overheating.
