开展科技强警示范城市建设工作,其主要目的是以“金盾工程”建设为载体,以信息技术为先导,优化整合不同警种的科技资源,建设纵向贯通、横向集成、互联互通的信息系统,促进现场勘查与处置、物证鉴定、探测与监控等相关技术的综合应用,普及科技知识和科技应用技能,加快先进实用的科技成果转化,最大限度地发挥有限警力的作用,初步形成以科技为支撑的新型警务工作模式,充分体现科技强警的综合效能,加速推进示范城市公安机关的现代化进程,构建和谐社会。为实现上述目标,公安部、科技部决定,自2004年至2008年在全国分三批开展科技强警示范城市建设工作,建立若干不同特色的科技强警示范城市,并向全国推广示范城市的建设经验,充分发挥示范城市的典型效应和辐射功能,带动科技强警战略的深入实施。按照计划,公安部、科技部已于2005年12月完成第一批科技强警示范城市建设工作,对达到规定标准的城市授予“科技强警示范城市”称号。2007年2月28日在人民大会堂举行了隆重的授牌仪式。为全面启动第二批科技强警示范城市的创建工作,2006年7月12日至14日和7月25日至26日,公安部、科技部分别在杭州市和南京市召开了以中西部为主的15个城市和江苏、浙江、广东、山东4省23个城市公安局长、科技处长等参加的第二批科技强警示范建设城市座谈会。希望借助于科技强警示范城市创建,提升了公安机关的战斗力,为公安工作插上腾飞的翅膀。为了让读者了解第二批38个科技强警示范城市的创建工作,本刊分期报道38个城市创建的相关情况、访问以及专家方案。敬请关注。
