苏玲芹,今年62岁,是焦作市第九届、孟州市第二届人大代表。最近,她依法维护妇女儿童合法权益的故事,在群众中广为流传。这还得从头说起。关唐村坐落在孟州市会昌街道办事处的最北端。2002年6月中旬,刚刚换届选举产生的村民委员会为增加工作透明度,开始建章立制,出台了《村民会议制度》。制度规定,凡村里涉及财务物资、计划生育、划宅基地、新入户口等村民利益的大事,都要经村民会议集体讨论决定。新制度得到了村民的拥护。当年11月,已离异6载、再婚3年多的村民郭玉江,又一次向村委会提出申请,想把再婚妻子和儿子的户口转入村里。因为村里有明文规定,村委会干部谁也不敢擅自做主,于是决定由村民代表会议进行表决。12月25日,入冬后的第一场大雪纷纷扬扬下个不停,村民外出的不多,村里趁机召开村民会议,就群众关心的几件大事进行讨论。郭玉江临去参加会议前告诉再婚妻子王爱红:“今天讨论你和儿子入户的事,你就在家里等好消息吧!”

Because the village has expressly provided that village cadres who are not arbitrarily call the shots, so decided by the villagers’ representatives to vote. On December 25, the first heavy snowstorm after winter started incessantly and non-stop. The villagers took the opportunity to hold villagers’ meetings to discuss several major issues of concern to the masses.
