加强计划生育事业财务管理,管好用好计划生育事业经费,使之真正起到促进和推动计划生育事业发展的作用,是财政财务部门的一项重要任务。从财政投入情况来看,计划生育事业经费在整个文教卫事业费支出中所占比重甚微。1989年,武汉市计划生育事业经费支出仅占文教卫经费支出的1.5%,不足以给财政带来压力,但计划生育工作的好坏对社会经济的关系极大。以1989年为例,全市人口自然增长率比全国平均水平低5.36个千分点,也就是说,按全国的平均水平计算,去年全市少出生3500人,如果按抚育每个婴儿到16周岁,平均每人需开支5000元计算,那么我市减少今后的社会负担达1、75亿元。这说明:计划生育工作直接影响着社会经济发展水平。近几年来,我市各级财政部门在财力紧张的情况下,积极筹措资金,减加计划生育事业费的投入,仅1985—1989年,全市计划生育经费共支出1433万元,年递增率为15%,既高于同期财政总支出的增长幅度,也高于文教科学卫生事业费的增长幅度。经费的投入为计划生育事业的发展提供了财力上的保证。
