一、建立农资专营专项资金制度。国家对重要农也生产资料实行专营后,必须有等量的专项资金供应,才能使专营农资的购、销、调、存顺畅进行。当然,对农资专营所需资金,农行要负主要责任。但由于农资专营需求的资金量大且相当集中,单靠农行一家不行,尤其是在农副产品收购高峰和农业生产资料投放旺季交汇的时候,容易因资金不足导致农资购进和供应脱节,影响农业生产。因此,要保证农资专营顺利进行,必须建立农资专营专项资金制度。资金来源可从三个方面解决:(1)农业银行必须确保1984年底农资贷款基数,并在新增存款中按一定比例划出一块;(2)经营部门应自筹一部分,县以上农资公司农资专营自有资金不得低于20％,基层社农资专营自有资金不得低于30％,商品升值、减免税收、实现利润等都要优先充实农资专项资金;(3)对于1989年农资专营后,因价格上涨或数量增加而需增补的资金,人民银行应从信贷规模中划出一块给专业银行作为农资专营专项贷款,并在农资供应旺季安排部分临
