本文首先从城市交通系统的系统工程性,社会性和交通问题原因的多样性等方面,说明对城市交通必须采取多种方式的综合措施进行治理。其次,阐述了“综合”的两层含义,综合治理必须要有一个战略性的总体规划,对治理的要求、目标、前提条件,交通对策等作出明确规定,并采用不同层次的多种方法择优选用,进而将城市交通系统归纳为五个子系统,系统间需保持平衡,以发挥系统整体功能,最后提出了综合治理的基本原则和治理的程序。
In this paper, first of all, from the aspects of system engineering, sociality and diversity of traffic problems of urban transportation system, it shows that comprehensive measures must be taken to control urban transportation in many ways. Secondly, it expounds the two meanings of “comprehensiveness”. The comprehensive management must have a strategic master plan that clearly stipulates the requirements, objectives, preconditions and traffic measures of the government and adopts multiple methods at different levels to select the best Then, the urban transportation system is summed up as five subsystems, and the balance between the systems should be given in order to give full play to the overall function of the system. Finally, the basic principles of comprehensive management and the procedures of governance are put forward.
