(一)先行主体大型国营企业或企业集团应当作为中国海外投资的先驱部队和先行主体。我们认为,以下四类大型企业或集团可率先在海外创业投资: (1)已实行跨国经营的外贸专业总公司(如中化、五矿进出口总公司等)和驻港澳的中资贸易集团(华润、南光集团公司)。在外贸专业总公司所属的海外企业中贸易性企业占有较大的比重。创办生产性企业是外贸专业总公司长期经营策划的结果,是其国际化经营的新
(1) The leading large-scale state-owned enterprises or enterprise groups shall be the pioneer troops and the leading entity of China’s overseas investment. We believe that the following four types of large-scale enterprises or groups can take the lead in overseas venture capital investment: (1) Foreign trade professional corporations (such as Sinochem and Minmetals Import and Export Corporation) that have implemented multinational operations, and Chinese-funded trading groups based in Hong Kong and Macao (China Resources, Nanguang Group). In the overseas companies to which the foreign trade professional company belongs, the trade enterprises occupy a large proportion. The establishment of a productive enterprise is the result of the long-term management planning of the foreign trade professional company, and is the newest of its international operation.
