教育部2001年颁布的《基础教育课程改革纲要》揭开了新一轮课改的序幕。《纲要》提出要改革课程开发和管理机制,对教材实行“国家、地方、学校”三级管理。时至今秋,课程改革已进行到高中年级段。2003年初,教育部下发了《地方课程管理指南》,鼓励和支持有条件的单位、团体编写符合中小学教材改革需要的有特色的地方教材,特别是适合农村地区和少数民族地区使用的教材。
