一概况:为修订卫Ⅲ项目急诊医疗服务规划,卫生部货款办公室组织有关人员赴联邦德国、意大利和法国考察院前急救组织的模式和职能。重点访问和考察了9个城市(西德3个,意大利4个、法国2个)。联邦德国急诊医疗抢救系统是非常完善的,空中和地面相结合的急救网覆盖全国。在任何一处发生灾害事故或有急救伤病员,都可在5至9分钟内及时得到急诊医疗服务。联邦德国的院前急救组织均由消防队兼管。
An overview: To revise the emergency medical service plan for the Health III project, the Ministry of Health’s loan office organized the personnel to go to federal Germany, Italy and France to investigate the mode and function of the pre-hospital emergency organization. It focused on visiting and examining 9 cities (3 in West Germany, 4 in Italy, and 2 in France). The Federal Emergency Medical Emergency Rescue System in the Federal Republic of Germany is very comprehensive. The emergency network combined with air and ground covers the entire country. In any place where disasters occur or there are first-aid victims, emergency medical services can be provided within 5 to 9 minutes. The pre-hospital emergency organization in the Federal Republic of Germany is administrated by the fire brigade.
