无论是马克思主义经典作家,还是当代管理学家,都深刻论述过“人”的重要意义。人力资源的有效供给与合理配置,不仅是资源有效利用的目标,而且也是宏观经济增长和社会发展的重要前提。作为社会中最大的组织,政府与人力资源的关系又显得尤为重要。在我国古典文化中,对政府与人的关系描述也比比皆是,诸如“为政之道,要在得人”;“国以人兴,政以才治”。可见,政府人力资源管理在人类社会发展中所具有的历史和现实意义。
