无锡国棉二厂党委把选拔中青年干部,逐步形成制度化。1978年以来,选拔了34名中青年干部进厂、科(车间)两级班子,占中层以上干部总数的35.4%。无锡国棉二厂的党委书记与副书记,20至30岁就担任了县团级领导职务,他们用亲身经历,阐明“论资排辈”是封建余毒。并结合该厂解放前资本家为了使工厂兴旺发达,专门建立“养成所”,培养有能力的亲朋故友,从中选拔他们接班人的历史,说明办工厂要靠年轻有为的人才。厂党委为了使提拔干部规划得到落实,特意精选了思想解放,作风正派,接近群众的同志充实组织部门,使提拔年轻干部制度化,从组织上保证选拔中青
