所谓决策民主化,用万里同志的讲话,就是“必须有科学的含义,有科学的程序和方法”。所谓科学的含义,科学的程序和方法,就是从决策的制订、检查、评价、监督都要从客观实际的需要出发,科学地认识和反映客观实际,而对客观实际的科学反映,实际上就是一个由感性认识上升为理性认识的过程。从这个意义上讲,马克思主义的认识论可以而且应该成为决策民主化的理论依据。
