领导科学做为一门科学学科的分支,已为现代行政管理人员所重视。一个协调向上的决策群体应具有三性:开拓性,协调性,稳定性。开拓性是指一个部门的决策群体对工作应大胆创新,勇于改革,走一条适应本地区、本部门实际情况的路,并取得良好的效益。协调性是指决策群体应协调一致,互相配合,团结向上,组织好内部协调好外部纵横各方面的关系。稳定性是指领导决策群体所做的决策具有相对稳定性,不是朝令夕改,让执行者无法执行。一个好的决策是稳键可行的,并能持续一个阶段。上述三性的实现,决策群体内部必须协调一致,所以说,决策群体内部的团结、协调极为重要。行政管理学中讲领导艺术,通俗地说就是决策群体团结、协调得好,领导方法运用的当,技巧熟练。它标志着我们领导干部的工作
Leading science as a branch of science has been valued by modern administrators. A coordinated and progressive decision-making group should have three characteristics: pioneering, coordination and stability. Pioneering means that a decision-making body in a department should boldly innovate in its work, be courageous in reform, take a road that is adapted to the actual conditions of its own region and this department, and obtain good benefits. Coordination refers to the decision-making groups should be coordinated, cooperate with each other, unite and upward, and organize the internal coordination of various aspects of the external aspect.
