借鉴国家和企业信息化评价机制基础上,首次在干部培训领域建立一套信息化水平评估的三级指标评价体系,在指标体系的各指标的权重分配上,主观权重采用层次分析法,客观权重采用熵权法,利用主观和客观权重按照改进的规则构成组合权重,可有效降低评价过程中的主观随意性,实证研究表明本文建设的三级评价指标体系具有较好的普适性和科学性,为党校或其他类似组织的信息化评估工作提供了有益的借鉴。
Based on the evaluation mechanism of the state and enterprise informatization, a set of three-level index evaluation system for the evaluation of informatization level is established for the first time in the field of cadre training.
