以减少党委副书记职数、扩大党政领导干部交叉任职,实行党委常委分工负责制为主要特征的县级党委新的领导体制和新工作机制,已经实行了一年左右的时间。实践证明,新领导体制和工作机制在发挥党委“统揽全局,协调各方”的作用、提高办事效率等方面取得了不小的成效,但同时也带来了诸如党政关系、党内监督与制约等必须高度重视和认真研究解决的新情况新问题。
