随着改革开放的不断深入,伴随着经济发展和社会进步,整个社会的档案意识不断提高,档案的作用逐步被认可,档案的利用率越来越频繁,利用已成为档案工作的中心。这样,日益增长的档案需求与档案服务的局限性的矛盾更为突出。多年来,延续下来的那种被动的、简单的、半封闭的利用形式,已经远远不能适应日益增长的社会需求。处于改革开放中的档案工作为适应形势发展的需要,在实际工作中应该坚定不移地以利用工作为中心,搞好编研开放,使档案工作更好地为现代化建设服务。
With the continuous deepening of reform and opening up, along with economic development and social progress, the awareness of archives in the whole society has been continuously improved. The role of archives has been gradually recognized. File utilization has become more frequent and frequent. Utilization has become the center of archival work. In this way, the contradiction between the increasing demand for archives and the limitations of archival services is even more prominent. Over the years, the passive, simple, semi-closed form of utilization that has been extended is far from being able to meet the growing needs of the community.
