The total retail sales of social goods is an important part of the national economic plan. It is prepared by the state and provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan and is released from the top down according to the plan procedure as the basis for arranging market work at all levels of government and relevant departments.
