全面建立和完善新农合制度既是建立基本医疗卫生制度重要内容,也是保证广大农村居民“病有所医”的重要措施之一。青岛市自2008年开始连续五年将新型农村合作医疗工作列入政府市办实事项目,并在2011年颁布实施了《青岛市新型农村合作医疗条例》,以立法的形式进一步规范和完善了新农合制度。文章通过对青岛市新农合制度实施所取得的成效进行分析,同时针对新农合制度实施过程中存在的筹资水平低下、管理能力不足、统筹层次较低等问题进行了分析,并提出完善新农合制度的相应对策。
