经过十多年的实践,我国经济特区的发展已进入“提高整体素质,增创特区优势”的新阶段。在这一阶段中,如何让特区继续“特”下去,就成为当前人们关注的热点问题。我们认为,特区是我国实行改革开放以适应现代市场经济和国际经贸发展的必然产物。中央设立五个特区,主要是要发挥其作为技术、管理、知识和对外开放的“窗口”作用,直接主动地参与国际分工,加快我国经济与世界经济的接轨。但由于各个特区的区位优势不同,所担负的历史使命是不尽相同的。深圳毗邻香港,珠海毗邻澳门,汕头拥有众多的华侨,厦门面对台湾,海南是全国最大的特区,应该说各有各的优势,各有各的发展机遇。在世界经济日趋集团化、区域化和国内全方位改革开放格局形成的今天,很有必要对特区的发展问题进行一个深入的比较,这对于特区相互学习,少走弯路,协调发展,再上一层楼等方面都有着十分重要的现实意义。本文即从厦门与深圳的发展机遇比较来看厦门特区的发展方向。

It should be said that each has its own advantages and each has its own development opportunities. At a time when the world economy is increasingly becoming collectivized and regionalized and the pattern of domestic all-round reform and opening up is formed, it is very necessary to make an in-depth comparison of the development issues in the SAR.
